Referendum per la independència del Sud Sudan

Aquests dies les càmeres i els diaris del món miren cap a Àfrica. No es tracta d’una guerra, d’una massacra o d’un “desastre humanitari” sinó d’un procés polític d’autodeterminació que pot conduir a l’alteració de les fronteres del continent Àfrica.



El referèndum sobre la independència del Sud de Sudan era un dels compromisos dels acords de Pau que el govern del Sudan i la rebel·lió del sud, liderada pel Sudan Peoples’ Liberation Movement/ Army (SPLM/A), van signar a principis del mil·lenni. Amb els acords es posava fi a la guerra més llarga en el continent.

Crec que pels amics de l’Àfrica la celebració del referèndum és una bona notícia entre d’altres coses perquè suposa posar en qüestió la herència del colonialisme que en el segle XIX va establir la majoria de les fronteres polítiques actuals del continent. Aquella va ser un repartició del “pastís” sense participació d’africans,i responia als interessos i equilibris de força de les potències europees.

La nova frontera que es pot anunciar en els propers dies també està condicionada per interessos i processos polítics exògens als sudanesos com l’interés d’Estats Units de debilitar al Sudan, país díscol i massa proper a forces de l’islamisme polític que Washington percep com una amenaça, tanmateix ha estat una aspiració legitima de molts sudanesos i sudaneses que ara tenen la oportunitat de canalitzar mitjançant un procés electoral.

Els reptes de futur no són menors i molts ja han advertit que l’eventual govern del Sud Sudan independent podria posar per sobre de la democràcia i la promoció dels drets humans un govern autoritari i militaritzat. Potser aquí la cooperació internacional pot jugar un paper important recordant que la governabilitat democràtica i la promoció dels DDHH són condicions necessàries pel desenvolupament i per la pau que tants anys ha costat assolir.

Sudan’s referendum
